InfoQ: CloudWatch OTel metrics

Renato Losio wrote an InfoQ article, Amazon CloudWatch Introduces OpenTelemetry Metrics Support in Preview, and while I don't work at AWS anymore, I was involved in this initiative and very glad seeing this.
